Fluoridation Learning Online (FLO): For PA Water Operators

This course is designed to build the capability of water operators and state fluoridation programs and to help increase knowledge and refine skills to implement and maintain community water fluoridation. The primary content of the course is presented by the Centers for Disease Control and Prevention (CDC) with an added module presented by the PA Coalition for Oral Health (PCOH) to provide Pennsylvania specific content and guidance.

Only licensed PA Water Operators are eligible for continuing education credits/contact hours for this course. All others are encouraged to enroll and complete CDC FLO and the Pennsylvania-specific module included in this course. Those who complete this course and are not water operators will only receive a certificate of completion from the CDC upon passing the CDC FLO post- test.

If you’re a PA water operator and would like to obtain PA DEP CEUs, please complete the following steps:

  1. Enroll in FLO: Fluoridation Learning Online for Pennsylvania.
  2. Follow this link to create a CDC TRAIN account and enroll in the CDC FLO course.
  3. Complete the CDC FLO course and pass the test with a score of at least 70% (21 out of 30 questions answered correctly). Download and save the certificate of completion.
  4. Return to the PCOH course portal and enter Fluoridation Learning Online (FLO): For PA Water Operators and upload the CDC FLO certificate of completion.
  5. Complete the continuing education eligibility verification form, found on page 3 of the PCOH course.
  6. Complete the FLO PA Module, take the PA module post-test, and pass with a score of at least 80% (8 out of 10 questions answered correctly).
  7. Fill out the course evaluation and download the PCOH certificate of completion.

The training covers four overarching content areas: 

  • Module 1: Science – the history and science of fluoridation, benefits, and health effects
  • Module 2: Program – state program management and oversight, and communication principles
  • Module 3: Water system operations
  • Module 4: Technical components of water fluoridation

Course Objectives:

  1. Summarize factors that make community water fluoridation an ideal public health intervention.
  2. Describe how state fluoridation programs promote community water fluoridation activities.
  3. Identify the essential elements of a typical water treatment system with a focus on water fluoridation design considerations.
  4. Describe important components of water fluoridation operations.
